Old Environmental Loads
Old environmental loads are contaminated sites (e.g. underground water, soil, landfills, construction) where contamination was originated by state enterprises prior to privatization. Contamination was created by use of thoughtless and limited technologies and chemical compounds. The Czech Republic accepted liability for these locations and decided that its remediation will be redeemed by privatization revenues.
The agenda of elimination of old environmental loads is carried by The State Property Fund with close cooperation with the Ministry of the Environment. Decisions about corrective actions are made by The Czech Environmental Inspectorate. Its decisions are fundamental for refund of environmental loads removal costs by the State Property Fund.
These are the reasons why remediations of old environmental loads have specific continuance in view of fulfilling state administration conditions and proceedings regarding environmental loads institution and refunds of costs from governmental trusts.
Standard Realization system is:
- Making environmental contract between acquirer of privatized property and state property fund
- Completion of risk analysis, eventually feasibility study
- Definition of corrective actions by administrative decision of Czech Environmental Inspectorate
- Selection procedure for remediation works provider
- Realization of remediation itself, monitoring with expert supervision, inspection by acquirer, state property fund, ministry of the environment, Czech Environmental inspectorate
- Description of realization in operating statement and subsequently evaluation of accomplishments in final report, eventually updated risk analysis
- Final assessment or the Czech Environmental Inspectorate report about fulfillment of put upon measures
